what was the edict of salerno good for?

so this is the beginning of parmacology, some hundreds of years ago in italy. there they decided to separate the work of a doctor and the distribution of medicines via pharmacists.
more people making money? i dont know. anybody with some historical knowledge of todays medicinal distribution got anything to contribute?
