Anyone know why you get a drip after snorting something? Why doesn't it just run OUT of your nose instead of down the back of your throat?

Close but no cigar.
No offence, but I think that's stating the bleedin' obvious.
So if you have two bits of toilet paper stuffed up your nose and confined the powder to the lower part of your nose you wouldn't get a drip down your throat?

It can come out of your nose if you don't sniff it hard enough...if you do, then it drips...

When you snort a powder, it coats your sinuses which are located in the back of your nasal cavity. It then follows the path of least resistance which is straight down the back of your throat.
Now why are you so concerned? You snort, you drip, end of story. Are you upset that it doesn't run out your nose or something?
Adios,
