A steam cleaner would be best. Otherwise some carpet cleaner, and then some carpet powder AFTER it's completely dry, then vacuum, repeat.
In the future, keep your water changed often, like very often, and the spill-smell won't be as bad.

^ oh come on hes not screwed, thats a bit dramatic. i have spilled BLACK water and had it be OK after this method.
soak up as much bong water as possible with paper towels or what have you by standing on them, spray affected area liberally with febreeze.
soak up wetness with dry towel/whatever. Lysol spray and dry with rags/ standing on it. febreeze after dry.

Soak that shit in carpet cleaner IMMEDIATELY. Do not give it time to soak in. Scrub gently then step on paper towels to soak it up.
Rinse and repeat.

^ Yeah for me I'm a Nazi about clean water. True flavor is only obtained through clean water imo. Plus it truly isn't that much work to dump it out every time. And it keeps it from getting so dirty in the first place...

get that foam shit you spray on your carpet then vac it up and keep reparting til the smell is gone also get one one of the things that suck up moister/smells in the air there about 15 20$ dono what there called i no the called hippo somthing haha...i very realy change my bong water everytime i have a session im to fucked to clean my bong

What the fuck dude? Change that water every few hours. Water is a great medium to breed bacteria and microbes and shit. You can get sick as a mother fucker using old bong water. I have done so myself.
If you have a glass bong you should clean it every day using my technique. This will keep your resin from absorbing old water and microbes and shit.
First rinse off your piece under hot water. Then rinse with 91% ISO alcohol and salt. Then rinse thoroughly with hot water. Then rinse good with cold water. Why cold water? Well the water in your hot water heater isn't nearly as clean as the cold water.
If you spill this bong...wont be nearly as bad.

My bong water is black. I clean it maybe once a week but no more.
Luckily i've never spilt bong water in my own house but i've seen a couple of other spills and it's not as bad as everyone makes it out to be. As other posters have already said just put a bunch of paper towels over it and then use carpet cleaner. No problems, smell goes after about an hour
