im a little confused on what this would be, and it is one of my terms for a philosophy midterm


both seem to propose a society where life and liberty are protected and where the sovereign decides what is acceptable and what isn't
 
how do each define the sovereign?

rousseau views the sovereign as the people, they are in control and required to participate in politics in order to enact rules for the general will
locke believes in allowing a ruling sovereign as long as they protect the rights to life liberty and property
 
This would be more appropriate as a history midterm than a philosophy exam.
