Resin and stalks legal in the UK?

Someone told me that the stalks of the cannabis plant are legal here in the UK. I looked it up and sure enough, they are apparently legal. It however said that the 'resin' is also legal. I know that hash is certainly not illegal, so what does this mean?

& UK hash (or resin as it's known -.-) might as well be legal, it's 95% plastic anyway.
