Safer in what way?
If you were shooting H, then consuming opium products orally would be safer in the sense that there's a lower chance of overdose. However, opium products (raw latex, ground up pods) are very addictive and also very difficult to withdraw from after regular use. There are a whole bunch of active alkaloids in opium which can make detoxing complex and prolonged. If your goal is to be "done with active addiction", opium might be counter-productive.
Opium being natural does not make it somehow safer or less habit-forming than other opiates/opioids.
Havign said that, growing poppies can be fun and rewarding. Given that you will get a very low yield of active material after months of gardening work, it is also naturally limits your ability to end up with a raging opium habit. The more likely problem is that after running out of your homegrown opiates, you'd seek out pills or H again because opium withdrawal is as bad or worse than many other strong opioids.

About buying pods, I quit ordering them long ago,, so I am not aware about how things are nowadays. They probably have changed, but maybe not, or not totally, (so I don't know how useful or useless my experience can be for you) but I remember some well known comercial brands that worked more or less well.
Lauren's Grape is a lovely flower with dark scarlet petals, and it did have enough alkaloids, it worked ok for me.
Hens&chikens was inconsistent in the quality of the batches, but good ones were ok. Not as beautiful as others, too.
Danish Flag was indeed a flower that I liked a lot, its petals often were partially divided, with beautiful and original shapes. A perfect election for gardening. Sadly, this one was fairly weaker than the previous (specially Lauren's), but it was active nevertheless.
I have tried others but can't remember well enough to give you reliable information. Then, I have been told about other brands that people say that also work, such as Wizzar of Oz, Giganteum, White Persian and others, but I can't tell as I didn't use them.
(Btw, this is not sourcing by any means. We are talking about legally marketed products that are openly sold in stores or online)
