Misc Poppies not growing

Whats happening? Ive planted poppies in 2 pots, and theyve sprouted but theve stopped growing at 3 inches. Theyve got a weak root and strand.

Ive planted some on the ground, they sprout fast, these are stronger but i dont think theyre gonna grow anymore.

What am I doing wrong? Whats required? How much water? What things?
