Looks like S4 appendix D is the more likely sane option since this substance is prescription only in several countries and therefore has a history of use as a medicine. S9 seems way, way, way over the top.
I personally never found this stuff useful, but it did have some value as a mild sedative provided I didn't take too much, otherwise I'd get nausea and dizziness the next day. It had no real antidepressant effect and didn't do much for irritability. It did reduce anxiety somewhat but I preferred diazepam for anxiety.
To me it didn't feel a whole lot different to gabapentinoids, and I'm not a real fan of those either.
