Organic Germ-X question on ratios of ingredients

Hopefully someone here has knowledge on the subject, because my google-fu has been failing me.

In order to use ethanol as a sanitizer, the content I've read must be 65%. However I've yet to find out if that's 65% by volume or by weight.

Using everclear and aloe vera, you can make an organic hand sanitizer, but what are the ratios that I need to use?

With 1 liter of everclear, at 65% ethanol by volume the math works out as:

1 liter everclear = 95% ethanol at 749.49g (rounding to 750g for easy math), 5% water at 50g for a total weight of 800g.

1 liter of everclear + .46 liters of Aloe Vera = 65% ethanol by volume.

However

800g of everclear + 353g of Aloe Vera = 65% ethanol by weight.

Which ratio do I use, in order to reach the 65% ethanol to obtain proper sanitation?

And note: That alcohol is cheaper than everclear to those wishing to do the same. $10 a liter if bought in bulk (27 gallons).
