Under Holder/Obama, let's hops congress makes this permanent. It's an issue related to HR (getting kicked to the street after a shory stint in jail b/c you property was seized)

This has nothing to do with HR. I think you missed the point of what harm reduction really is...
This is an interesting topic so I'll leave it open for discussion but that is so not HR at all. ALL too often people will make a point to be like "hey this is HR because of so and so.." when it is totally not. I mean, no harm done I really don't care, but let's all stop saying that anything having loosely anything to do with slightly unpleasant things are HR. If someone goes to jail and their life ends up shitty as a result, that's a shame but not the same as people getting a disease or dying as a result of risky drug using behavior. HR is more about preventing people from causing physical harm to themselves because they were unaware of how to use drugs safely.
