mom addicted to crack and diphenhydramine don't help

I know this someone named Jeckkles who's mother is addicted to crack cocaine. Jeckkles mom usually goes out to a very bad city known for murder and violence to purchase her crack cocaine. She can't stop using once she gets her first hit and Jecckles and his sister are very very scared that she might try to stiff one of the dealers. The dealers know where Jeckkles and his sister live and they are afraid that one of the dealers will come shoot up the house.

Jeckkles likes to take an abundant amount of Diphenhydramine to get kicks and he knows it is just as bad but can say " no " or can decide when the party is over as his mother can not say no and the party never stops.
Jeckkles has terrible trips where he see's drug dealers coming into the house and shooting up the place.He dose not really " see it " but in his mind can vividly imagine it as if it were happening and it's just as scary.

What can Jeckkles and his family do at this point to rid themselves of the fear of her being killed or the family being put in dangers way?

They tried rehab but she just doesn't want to quit.

Seems this substance has really broken a home.

She won't clean up unless she wants to get help herself, and the same goes for him. If he and his sister want to be safe and healthy, they'll need to distance themselves from anyone like her unless she sobers up, otherwise they run the risk of being placed in serious danger just by association (like you said).

How old is your friend, and what about his sister? Are they under 18? If that's the case, someone needs to notify another family member or even law enforcement because really, what's more important? Keeping an already broken up family under one roof while putting everyone in danger or placing an already broken up family in a different location for the sake of being healthy and happy?
