In the US, the general rule is that if a substance is sold AS a 'natural high' (implied or explicit) it's almost certainly crap. There are some interesting herbal drugs, but they're sold AS specific single natural products (complete with scientific names), none of this 'proprietary mix' or 'special blend' crap.
In the US, if it comes in a commercially packaged product (capsules, tablets, beverages) it's almost certainly junk (usually herbs containing caffeine.) The REAL 'legal' highs (like ayahuasca herbs, Hawaiian baby woodrose seeds, 'research chemicals', etc.) are never explicitly sold for human consumption. If a company is openly selling something FOR human consumption, that's a good sign that it doesn't contain anything close enough to a proper drug for the government to care.
