Opioids IV Morphine ER bad result need advice asap

First off Let me tell you I feel this is the most stupid thing my dog has ever done, but

my dog ended up trying to IV a Morphine ER 30mg ABG pill he crushed it up to a fine powder then Put into spoon with water and boiled it then filtered it through a cotton twice then shot it. Everything seemed fine till the last part of the injection he thinks he slipped out of his vein.

Now today the injection site has a lump and is a little swollen hurts a bit also. I know this is his own junkie stupidity to blame.

He is debating about going to the Emergency room to get it checked out but a friend told him he would be 302'ed and sent to a psych ward for a few days is this true? if so could my Dog get around it by checking himself in instead that way he could sign himself out?

my dog is just really scared and any advice would be helpful even home remedies like hot o cold compress my dog also has some powerful antibiotics that he did not finish off

just looking for any help possible I know my dog is very stupid and risked his life just for a crappy high so please spare him the lectures he already completely regrets it.
