Issues with text editing in posts

For some reason in chrome, all of the text editing buttons are grayed out when I'm making a post/reply in a thread:

Compared to using Edge:

I restarted my computer and the browser and still the same issue. Are there some settings that I could modify to fix this?

The [] to switch between editor and bbcode mode don't show in your chrome example.

Have you tried to delete your cache and session cookies in chrome? This kind stuff gets stored there so you always come back to the same setting you had when you ended your session.
