Heroin i think I got ripped off

I know getting ripped off is a common occurance and shouldn't be worried about too much, but I'm desparate to try whatever is in this bag, just looking for a little guidance. It's a white powder so one would assume H4. However it's solubiity in water is minimal, and leaves elongated crystals floating. No idea what they are. it has a salty taste to it, and when insuffilated to has kind of a vinegar smell taste to it. Maybe I'm not doing enough but I definatey havn't gotten high off it, It's kinda scary not knowin what could be in there, I bouht this on bourban street in New Orleans if that helps my desription. I just don't want to bang this stuff if it's bad.
