When they have a title and the it says v. Whatever.

Whats the v mean...version? And what purpose does it serve?

There is a policy in place to cut threads off after 1000 posts to assist with search engine performance and server strain.

Large, ongoing threads therefore have 'versions'. Sometimes that's done formally (numbering each one), other times it's done less formally (like the example you site).
