In Austin, there is a non-profit mental health organization called Integral Care. They offer services not only in mental health but also substance abuse and recovery. They will never turn anyone away who cannot afford to pay. Their services are offered on a sliding scale, including not charging people with low enough income.

The below link is for Integral Care. Their number is 512-472-HELP (512-472-4357) and the line is open 24/7. I was once a patient at Integral Care and they have psychiatrists to prescribe medication (like opioid replacement therapy) and social workers who will help connect you with even more valuable resources in the community.
