the stated purpose is "To prevent the abuse of the illegal drug commonly called ecstasy." this bill requests government funding in the form of grants to prosecute ecstasy offenses.

the last initiative targeting raves and ecstasy use got shut down, but it's a continuous battle...

A BILL
To prevent the abuse of the illegal drug commonly called ecstasy.


Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the `Ecstasy Awareness Act of 2003'.

SEC. 2. PROFITING FROM RAVES.

Section 416 of the Controlled Substances Act (21 U.S.C. 856) is amended by adding at the end the following:

`(c) Whoever profits monetarily from a rave or similar electronic dance event, knowing or having reason to know that the unlawful use or distribution of a controlled substance occurs at the rave or similar event, shall be fined not more than $500,000 or imprisoned not more than 20 years, or both. If the defendant is an organization, the fine imposable for the offense is not more than $2,000,000.'.

SEC. 3. GRANTS FOR PROSECUTION OF ECSTASY OFFENSES.

In addition to any other amounts authorized to be appropriated for such purpose, there are authorized to be appropriated to the Attorney General $10,000,000 for fiscal year 2004 to make grants to provide training to State and local prosecutors and law enforcement agents for prosecution of ecstasy offenses.

SEC. 4. GRANTS FOR EDUCATIONAL ACTIVITIES TO PREVENT OR REDUCE THE USE OF ECSTASY.

Section 4115(b)(1) of the Elementary and Secondary Education Act of 1965 (20 U.S.C. 7115(b)(1)) is amended--

(1) in subparagraph (C), by striking `and' at the end;

(2) in subparagraph (D), by striking the period at the end and inserting `; and'; and

(3) by adding at the end the following:

`(E) include activities to prevent or reduce the use of the illegal drug commonly called ecstasy.'.
 
I suggest we create an anti-rave act FAQ. Seems that this is a deamon that will continually raise its head up regardless of how many times we (attempt to) shoot it down. We should make a redirect link from the main page of BL of some sort to a page stating exaclty what kind of action those of us left who have any sense of what America is can do to tell our senators that this sort of waste of taxpayer dollars, cruel and unusual punishment(s), and misrepresentation of public opinion is by no means desired and will not be tolerated by taxpaying voters such as ourselves.

I was at the protest in Washington DC almost a year ago. Thousands picketed and protested, wrote to senators, and made our voices clear that the public did not want rediculous punishments, such as this, to be focused on a type of music, nor on a music "scene." The white house laughed and tucked it shadily inside the Amber alert bill. Now this shit too?

Fuck the RAVE act.

Somebody should get a site up. Setup a link on the front page of bluelight, contact other sites such as erowid all with links to said page. Gather information of all people who go to oppose the new law and send them information via e-mal Preferably real mail though, so they can sign a sort of petition or a form and collect all of the forms when you have an overwhelming amount of people: send all of the information and release the story to the media. My idea to collect attention is to post up either the law itself or an abridged version and put that on a prominent page so that all will see it. That law is an abomination and I believe that is what passed with the Amber alert bullshit. That was just evil tying that little girls dissappearance to dance music and "the love drug."
 
How does this differ from the already-passed amendment to the AMBER bill that was the RAVE act? I'm much too tired to compare the legal jargon of the two ... this one must go further than the approved RAVE act, or else it wouldn't need to exist
 
K, keep in mind I don't speak legalese, and I don't have the proper articles or links to back this up right now :)

The RAVE act was renamed and reworded so as not to include the term "raves". What this did was broaden the scope of the "crackhouse law*" so promoters and organizers of events (raves, rock concerts, NORML fundraisers, the Democratic National Convention) can be prosecuted, fined and imprisoned for drug offenses therein.

So, Bob the Promoter throws BobRave 2k3, and the guy working the door misses the guy carrying 300 pills. The guy sells to an undercover cop, gets arrested, so Bob the Promoter is in trouble because he indirectly caused the sale of illegal drugs.

That's pretty fucked logic.

The difference here is they're saying, "anyone throwing a rave or electronic music event should know about the rampant ecstasy use that happens at these events. Since we assume most people take ecstasy at a rave or a club that plays electronic music, any person or group promoting or organizing such an event tolerates or accepts ecstasy use. Therefore, if we find any ecstasy, we'll throw the promoter in prison until electronic music is no longer popular."

The RAVE act (stuck in the Amber Alert bill) made promoters of any event responsible for drug use;

This act is aiming to legislate raves and techno music out of existance in order to stop people from rolling.

*Crackhouse law: Some law saying that you can be prosecuted for maintaining a private residence if it's used to take/sell drugs in. Or if cousin Jim comes to visit with a suitcase full of drugs, you're somehow responsible for the drugs since it's your house - even if you didn't know they were there.
 
this new act proposes a shitload of funding, YOUR TAXPAYER DOLLARS, to infiltrate, regulate, and incarcerate the would-be victims of the Amber alert bill/RAVE act whatever you wanna call it.

Ah, so this is basically the original RAVE Act; the one that passed was a catch-all anti-everything-the-feds-don't-like-act.
It all makes sense now!

Love it or Leave it...... and if you love America, you would figure out a way to write your congressperson and tell them that this is all a bunch of crap... it violates the due process clause of the 14th amendment and is bound to be overturned by the Supreme Court. If you can't deal with trying to make a difference yourself, move somewhere else and stop complaining.

Invite a Congressperson to a party in your area... then take them to a rock concert and then to a pro football game. Point out the abuse of drugs at each event. He will see that there is way more drug abuse at the football game .... how 'bout shutting those down? HA.... the almighty dollar prevails once again.
WRITE>.. get petitions signed... VOTE FOR CRYING OUT LOUD IN THE NEXT ELECTION!!!...... run for office..... get the newspaper in your area to do a story...... protest in a non-violent manner.
***If I sound kinda preachy I am sorry....I just finished an intense week long seminar on the constitution of the US and my brain is on a law track. 8o
 
I'm just wondering if there's any way to know if/when it passes.
 
the most stupid fucking bill i have ever heard of... i dont know how the american political system works but im sure that will never pass.
how can promoters be responsible for people carrying in a pill or 2 that are smaller than a 5c piece.
its not right.
im sure some people will see reason and block the bill so it never gets passed

Personaly if I was living in the US I'd be more worried about the new Patriot Act, which proposes to extend internment to American Citizens as well as non-US born as now.
And given its name how many people do you think will vote against it? The last one passed with only one person voting against it, and he did so only because he hadnt read it, there was only TWO copies.

Not that we're imune in the UK, we already have internment for non-UK citizens and I suspect that it will be broadened too. At least we have the EU Convention on Human Rights, thats something at least.
