How to post in "Legal Discussion"?

I tried to post in "Legal Discussion" but it says,

1- Your user account may not have sufficient privileges to access this page. Are you trying to edit someone else's post, access administrative features or some other privileged system?
2- If you are trying to post, the administrator may have disabled your account, or it may be awaiting activation.

I assume I don't have "sufficient privileges", so what are the requirements to post in that part of the forum?

forum name & description need updating for people that don't read stickies.

Yea, I apologize I failed to notice the sticky. I did infact see and read the forum description ""Ask your law related questions here" before attempting to try and post in there, so it would be nice to update it. I guess when the forum appeared active and when I was given the message about "insufficient privileges" I believed that to be the cause rather then anything else, but I guess I should have gone back looking for the sticky.
