Do you mean avatar or profile picture?
From what I have read, as a Greenlighter, (new member with under 50 posts), that feature isn't available. Once you become a Bluelighter (50 posts) you will be good to upload a profile picture.

Bluelighters & Greenlighters are able to use an avatar of a maximum file size of 20KB, and can (if they wish) use a non-animated image on their profile page with maximum dimensions of 100 x 100 pixels, with a maximum file size of 100KB.
Please note this was recently updated due to some abuse, so while Greenlighters can have an avatar, you must wait until you become a Bluelighter for a profile picture. (That's 50 posts and up to 24 hours for the system to switch your account over.)
