HELP! Graphics card issue, not being recognized

I'm running Windows XP SP3, I have an ATI Radeon X1950, the monitor is plugged into it, it is connected and fully seated in the motherboard. The issue is the computer is not detecting it, and it appears as an unknown device, I also have no display section on device manager, I was thinking the onboard graphics is conflicting, but I can't disable it as it is nowhere to be found on the computer, I've used SIW to look at the display section and it just says Video adapter with no information and Belarc Advisor doesn't detect it, I've tried installing the ATI drivers which does nothing, I've also tried updating the chipset drivers which didn't work, and when I tried to update the onboard graphics driver for the motherboard it said the system doesn't meet the minimum requirements. Also this computer was recently repaired, it was reformatted, fresh install of windows, so I was trying to update all the drivers and etc, when I ran across this problem, so right now its pretty much useless because I can't play games on it. Also the Intel automatic update on their website does not detect any graphics driver for me to update, its just a blank field.

North Bridge: AsusTek Intel P965/G965 Revision C1
South Bridge: Intel 82801HB/HR (ICH8/R) Revision C1
CPU: Intel Core 2 CPU 6600 2.40 GHz Socket 775 LGA
Graphics Card: ATI Radeon X1950

Installing drivers does nothing
 
I've already tried this, I'm not retarded I said in the post installing drivers doesn't do shit.

Motherboard has no onboard graphics, monitor is hooked into card, but using vgasave. Card obviously works.
