Excluding people

Is there any kind of given rule when smoking around other people who smoke? It seems I smoke some people up and they never tend to hit me back, even if they have a bag, so I refrain from smoking around them.
What I'm asking I guess would it be rude to light up and exclude some people? For some reason I feel like this is a shitty thing to do, but it's happened to me before. Opinions?
