Determining LSA potency of different HBWR seeds

SWIM wants to buy many seeds for him and some lab rats. SWIM was looking at a web page that has different types of HBWR with different rates of germination, and was wondering if this had anything to do with the potency of the seeds.
So do they?

But seeing as its a pretty easy to find ethnobotanical dealer id wager a guess that those percetages listing germination rates are really just hints as to which are most potent.

there needs to be some breeding work done with all the LSA morning glory type plants
