If you are absolutely dead set on snorting them then yes absolutely do a cwe first because that's a lot of powder. You're going to clog the shit out of your nose if you snort all that powder.
Bioavailability is better when orally ingested and snorting is honestly just a pain, literally.
But I have a feeling that powder is already gone for better or worse.

Could I simply put the powder in a spoon add cold water and filter through a cotton ball so I could inject the codeine?

Absolutely not, codeine and hydrocodone are well known for being very hazardous to inject.
