My friend takes 100mg tramal on mon, wed, fridays and 100mg CWE'd codeine on tue, thu and saturday primarily for pain mgmt and some recreation.
He wonders if the tramal contributes toward codeine tolerance levels?

Yes, somewhat. They both agonize mu opioid receptors so there is certainly cross-tolerance (albeit partial). Think of it this way... You aren't taking codeine or tramadol ...or vicodin or oxy or whatever. Taking any of those means taking a mu agonist and you develop tolerance to mu agonists.

Tramadol is also an snri so has a more complex mechanism of action.

I think this answers it enough and next time please direct simple questions like these to the basic drug discussion forum.
