Harm Reduction Codein(w/terpin hydrat&sodium bicarbonate) CWE

A friend of mine showed me this medication he found with codein that doesn't have caffeine in it. Wich is really great as the caffeine alway kinda ruined the buzz. It hasn't got any paracetamol in it but has 250mg terpin hydrtat/250mg sodium bicarbonate/10mg codeine. I know that some sodium bicarbonate won't hurt but as we are aiming for 200-250mg(codeine) doses and couldn't find out much about terpin hydrat my 2 questions are:
1)is it by any chanse ok to take large amounts of the two other substances ?
2) and more importantly is it possible to extract them with a cold water extraction used for paracetamol/codeine medications?
 
regarding the first question, it could be annoying to take such an elevate dose of sodium bicarbonate, due to it's basic propriety, but i think that's all..regarding terpin, i found out that it works directly on the lower respiratory tract, and could cause depression of the respiration, but i dunno the dosage.
Regarding your second question, i think yes it's really possible
