BZP measuring without scale

My "friend" just recieved 25 grams of BZP powder (for research purposes only of course). He wants to know how to measure it out properly. He has no scales, and has used the "water/alcohol" method when measuring 5-meo-dipt before. Does anyone have any idea of how much water or alcohol would be required to mix the 25 grams with to get the maximum concentration? I mean, the most BZP that will fit in the smallest amount of water possible. Is it possible to just try adding distilled water little by little, until all of the 25 grams can dissolve? So he gets the max milligrams per drop or whatever. Like saturating the water with as much BZP will dissolve in it. Maybe there's a way to carry around a eye dropper type thing, so one drop would be equal to a certain amount of mg. Any idea's?
