Largely seconding what's already been said here.
Don't bother with supplementing L-Tyrosine, maybe just increase your overall protein intake there. I recommend legumes because they're cheap (kg of red lentils costs me $3 AUD), tasty and filling, easy to prepare, full of fiber, cholesterol-free, low in calories and fat.
Heck, while we're talking nutrition, up your omega-3s with chia/flax/hemp seeds/oils and canola oil (ignore the canola fearmongering) but don't cook with any of these oils. I have noticed improved cognition, mood and joint issues after replacing butter on toast with canola oil - sounds weird/gross but you'd be surprised... Maybe chuck in vitamin D3 (deficiency is common) and a B-complex too.
Moving on to the nootropics.
Phenibut for daily use... No offense here but I don't think you have done enough research on this substance if you have daily use in mind. You will inevitably end up building a tolerance that will require ridiculously high doses to maintain desired effects, and in doing so become physically dependent with some long and nasty withdrawals to look forward to when you decide to cease use. I would recommend using phenibut no more than 3 days per week with no same-day redosing and not using it in on consecutive days. Best used when you need a bit of help with anxiety/sleep and it is FABULOUS for socialising. Best way I can describe the effect there is it just allows you to be *you.* Social anxiety and inhibitions are reduced but you're still left in control. It's kind of like having good aspects of alcohol and MDMA except you're less likely to do/say things you wouldn't/shouldn't as with alcohol and without the in-your-face drugged-up effect of MDMA - not the latter is terrible but you get my point.

Just be careful when mixing it with alcohol or other depressants as the effects of both with be potentiated. Caffeine is a great addition to phenibut - match made in heaven.
I have used Noopept daily for months at a time with no apparent ill effects other than maybe a decrease in effectiveness. No withdrawal symptoms for me upon discontinuation but I believe others have reported experiencing them, just keep that in mind. Additionally I found it works best with a choline source like soy lecithin.
No experience with phenylpiracetam but from what I have read I believe it should be similar situation as Noopept.
From my experience with modafinil, which adrafinil is a prodrug for, I would again recommend using it sparingly as with phenibut. In all honesty I find good old caffeine lends itself better to daily use and generally a better and more user-friendly stimulant/eugeroic than modafinil and would imagine even more so than adrafinil, but we're all different... If you choose to try adrafinil save it for study/work or other situations where you need a boost of focus and energy. IIRC there is some evidence of potential for hepatotoxicity with adrafinil specifically it so can't hurt to keep an eye on your LFTs too.
