If a pig fucking cannabis and cocaine user (ex?) did nothing to change our drug laws, then it's unlikely to happen while you and I still have a heartbeat.

I reckon it'll be at least a hundred years before world governments really address the issue and take control away from the criminal cartels.

It takes a hell of a long time for governments to eventually admit they fucked up. And this a major one of those.

Depends what we want, I figure a big enough boat could support a grow lamp to keep us in smokes, beyond that I say we sail around cooking and trade it at ports for whatever else we want. Hell, we could get someone who knows their chemistry and corner the market on quality pills. Just mark 'em with the jolly rodger and call 'em pirate pills, should work perfectly.
