America's love affair with Tony Blair was thrown into crisis yesterday when a US official publicly accused Britain of failing to take action to eradicate a bumper crop of Afghan opium poppies.

The Bush administration took the highly unusual step of sending a senior official to Congress to chastise Britain, its closest ally in the war on terrorism, for dragging its feet in the fight against drugs.

Robert Charles, the assistant secretary of state for international narcotics and law enforcement, said Britain was being too squeamish about eradicating poppy fields before Afghan farmers had found an alternative source of crops and income.

"Our point of disagreement, and I put it very directly," said Mr Charles, "is that we believe that if there is a heroin poppy that needs to be eradicated, we shouldn't be picking and choosing, we shouldn't be delaying, waiting for an alternative revenue stream to become available."

He said: "Our priority should not be some kind of misplaced sympathy for someone who will have to do a little bit more work [to grow other, less-lucrative crops, such as wheat or barley]."

His onslaught came during an appearance before a Republican-chaired hearing of the House narcotics sub-committee entitled: "Afghanistan: are British counter-narcotics efforts going wobbly?"

This was a pointed reference to Margaret Thatcher's warning to George Bush Sr not to "go wobbly" in the run-up to the 1991 Kuwait war.

Britain has been designated by the G8 group of leading industrialised states to lead the international effort to staunch the flow of drugs from Afghanistan, the world's biggest heroin producer.

One reason for America's alarm is the evidence of a surge in the 2004 poppy crop, which Mr Charles said may double last year's production.

"We may well be looking at well over 120,000 hectares of poppy cultivation this year," he said. "That would constitute a world record crop, empowering traffickers and the terrorists they feed, raising the stakes for, and the vulnerability of, Afghan democracy, and raising the supply of heroin on the world market."

But he said there was "still a window open for Britain to become more aggressive" before the harvest begins later this month in the south and moves north.

The British embassy declined an invitation to address the hearing. The Government responded quickly but cautiously last night, saying it was determined to stamp out drugs production.

Bill Rammell, the Foreign Office minister, said: "We are making real progress on tackling Afghan drugs. Much has been achieved, but there are no short cuts to success."

British officials say they have agreed a 10-year plan with the Afghan government to rid the country of poppy cultivation, but expected a "short-term increase" after the overthrow of the Taliban regime, which had restricted production. The Government has earmarked £70 million for the counter-narcotics effort in the coming three years.

Mr Charles praised British efforts to destroy heroin laboratories and shipments. But insisted that Britain had to do a lot more to uproot poppy crops, particularly in the southern Pathan belt, where British officials are working with provincial governors.

The dispute is tangled in Afghanistan's complex tribal politics. In the American view, Britain is reluctant to stir up more trouble in the restive Pathan south, from where the Taliban draws its support.

But unless poppies in the south are eradicated, America fears that any attempt to destroy them farther north could provoke a backlash from Tajiks, who would complain that the Pathans were being treated more leniently.

Mr Charles said that unless the drugs trade was brought under control quickly it might become unstoppable, with "the institutionalisation of Colombia-like cartels".

It is almost unheard of for the Bush administration to rebuke Britain in public. US officials will generally tie themselves in knots rather than criticise Washington's close ally and a Labour leader revered in America.

WTF ?!?!?!

The US is the sole reason poppy production is through the roof ... it was the US who invaded our drug-war-ally, the Taliban, and caused the state to descend into anarchy ... it was also the US who decided to start a war with Iraq and completely ignore Afghanistan ...

but it can't be the US's fault that a drug war is failing 8(

Yes SF, but look at this:

10 Years ! That gives enough time to grow enough poppies to supply a HUGE market. I think the Americans released the "Poppy" Dragon out of the gate and are lashing out at everyone except themselves, as they slowly realise they kicked themsleves in the teeth.

Liberation of Afghanistan ? More like Liberation of their drug market!

As long as demand exists there will always be supply. And as long as were human were gonna want drugs. The most basic principles of economics are being blatantly ignored and were all paying the price
 
as many others said before me, wtf? Most of these farmers were encouraged (or forced) to grow poppy by previous regimes/warlords, and a sudden eradication of their crop also means eradication of their way of making a living. "Misplaced sympathy" my ass - once again the u.s. fails to see that collapsing people's lives to get what they want will only make the situation far worse. Considering our rousing "success" in the war on Colombian drugs, Britain has every right to hand us a big glass of shut the fuck up.

I think america now qualifies as the dumbest country on the planet, or at least the one that willfully wastes the most intelligence.
 
now we're just gonna end up isolating ourselves from the best ally we have, one of the few countrys who are willing to stand with us through our assinine decisions and policies
 
This is no different than if the US blamed Iraq for all the innocent American's getting killed, how stupid do they think we are? The US caused the problem, they were the ones that withdrew the troops and they are not the ones that are going to be affected by the heroin increase from Afgan, our heroin comes from South America, and it is much better. Why don't they all just wip each other's dick out on the table and see who's got the biggest.

And yet the American government continues to subsidize American farm crops to the tune of about $12 billion a year, most of it to the largest crop producers. In essence, the more you grow, the larger the subsidy you get.

Since the more crop you produce, the larger the subsidy you get, the payments tend to prop up bloated US output and drive down world crop prices at the expense of small farm operations in developing countries.

So the message is, you can only grow the product that we say you can grow. And by the way, you'll have to market the product that we say you can grow in competition with our own large-scale farm operations, which we already subsidize.

But we won't help you shift over to other crops gradually...this is "pull-yourself-up-by-your-own-bootstraps", son. Unless, of course, you're already occupying a spot at the trough, in which case we'll pay you to help yourself to even more than your fair share...
 
i think the bush administration raises some very valid points. after all, they've been so successful in their war on drugs no-one in america uses drugs anymore, do they?

The war on drugs is a failure-enough said. At this point what a country or countries have done in it is completely irrelevent, dont ya think?

An 11 year old girl was caught dealing heroin in Florida.

Yeah, but it's them that are failing the war on drugs.

It just does not get anymore pathetic ... well, till next week anyway.

I don't think the US realizes that the farmers there can't grow legal crops, because they already don't make squat from the poppies they grow!!! Any fool would rather grow opium poppies than starve to death! We should be thinking more realistically about the situation...and coming into their country, ravaging it, and then whining about the results doesn't help!!!

yea, i'm pissed off. i don't even do heroin...

I think the US government and it's leaders all need to have a nice fat shot of some good dope.
