3.4M Filipinos hooked on drugs -- Reyes
People's Journal (Philippines)
July 2, 2005

THE government has expressed alarm over the 3.4 million Filipinos presently hooked on drugs, mostly "shabu," despite efforts by authorities in dismantling 32 clandestine laboratories the past three years in the lucrative drug industry with an estimated income of P300 billion annually.

Interior and Local Government Secretary Angelo T. Reyes, concurrently chair of the Dangerous Drugs Board ( DDB ), in a speech read for him by Undersecretary Wincelito Andanar during the observance of the International Day Against Drug and Illicit Trafficking at the Manila Hotel on Monday, called for a concerted global effort to fight the drug menace that has affected some 200 million worldwide.

Last year, drug lords in the country, many of whom were of Chinese origin have manufactured P300 billion worth of illegal drugs, he said.

During the same period, the Philippine Drug Enforcement Agency ( PDEA ) dismantled 11 clandestine drug laboratories countrywide and destroyed P20 billion worth of "shabu," dubbed as the poor man's cocaine, Reyes said.

In a message, UN Secretary-General Kofi Annan lauded the government around the world in the fight against drugs.

"In doing so, we send a positive message to all people who might be tempted to use drugs: 'Value yourself...make healthy choices'" by avoiding the use of drugs.

"Where drug abuse destroys bodies and minds, sport makes them stronger and healthier. Where drug abuse undermines incentive, sport involves striving for excellence. Where drug abuse threatens relationships, sport enables participation. And where drug abuse preys on aimlessness, sport offers young people focus and structure," Annan said in his message.

Reyes said the drug menace is not only a problem of the Philippines but its tentacles have spread all over the globe, developed and developing nations alike.

The drug problem has been compounded with the HIV epidemic because many drug addicts have shared contaminated needles, according to Dr. Maria Elena F. Borromeo, United Nations AIDS country coordinator, who was one of the speakers.

Borromeo said there is "no magic solution" or "quick fix" to crush the drug menace but for every person to be involved in licking the problem.

In 2004, PDEA destroyed some P40 billion worth of seized drugs, according to Undersecretary Anselmo S. Avenido Jr., PDEA director general.

PDEA also arrested 70,000 individuals during the same period and one half of the number were involved in drug trafficking, Avenido said.

omg another freakin article to scare people by not telling them anything substantive. not only do they not tell us what "shabu" is, they don't tell us about the effects. all they say is every user is hooked and using automatically means you are inferior to people who are drug-free and involved in sports. blech, rubbish.

this is the third article i've seen where the drug methamphetamine (im assuming) has been given a rediculous name and slammed as an epidemic. similar articles were about the "yaba" epidemic in singapore and the "tik" epidemic in south africa

it isn't new news, its more of the some ole bullshit. i was just venting becuase If the media was straight up and tell us what the name of the drug really was, they might actually provide a single useful fact

11 labs in a year? Shit, that's nothing. They probably bust 11 meth labs a WEEK where I'm from (Iowa).

I like the paragraph where the UN Secretary General says that people should just play sports instead of use drugs. Genius!

Yep, Rach, you know it.

There was an item in the Microgram bulletin about a...not a lab, a plant that they busted in Asia someplace. These guys had got themselves an industrial batch reactor, and they were turning out batches of something like 50 kilos a whack of meth.

Another item I picked up somewhere was that the North Koreans are brewing it and shipping it south by the ton. I'd call that "chemical warfare"

The same way the VC used high grade heroin against our GI's in Nam.

Damn chinese immigrants ruining our country!

Make light of it but the fact remains that most producers there ARE Chinese. Alot of it has rto dop with the tradional Chinese involvement with both illicit drugs and their entrepeneurial spirit.

Chiu Chiu are famous throughout SE Asia for both things. Shabu is not Yaba though. The word is Japanese slang and means "Go Fast." It is akin to Ice but very much moreptoent than any Ice ever distributed in N. America }including Hawaii but excepting Marshall and Samoa which get the same product as the Philippines.

Yaba is methamphetamine as well but it is in tablet form with alot of additives and is rarely over 60 percent pure, most often around 45%. Shabu is usually wellover 75% and sometimes in the mid 90s. they must be smoked differently as well. Shabu must be vapurised in a pipette or similar apparattus and Yaba isbest smoked in a tinfoil homemade contraption that looks like a boat and inhaled via a straw made of foil as well.

The numbers are impossible to quantify but I can tell you first hand that it is a wide spread problem that has infected even the most rural areas. It is incredibly cheap even by local standards and incredibly pure.

The crazy thing is that the nation does not even have codeine by prescritpion! For some reason though, they crave that nasty stuff...You can get 12 years just gaving .o2 grams of it and death for a relatively similar amount and yet it is sold openly in souks at times (flea markets to Westerners). What a nation...

How to invade australia .....

cut their supply, show them photos of a mountain of meth hiding in each city, give them AK47's and send them on boats over here

if every amped up phillipino killed 7 australians then they could take the country. they would be fast ruthless and not sleep. Although they might feel a tad fragile on day 7 of their killing binge :)
