Fentanyl dosage IV and oral

I have fentanyl liquid vials for IV use, they are 50ug per ml, can I lay it on blotter or just put the liquid on my tongue for sublingual ROA? Whats a SAFE dosage for fentanyl IV or sublingual? Is it true that it raises tolerance much more than other opioids even in low doses?
