Is there a correlation between strict prescription controls and illegal drug use?

I've heard from people online and my relatives in America that this is the cause of the US' opiod crisis. Doctors mean well but don't understand that cutting people off and telling them to get therapy means they turn to the black market to find pills or even heroin.

This thread though is mainly about Europe. I don't find it hard to believe that where I live (Ireland) has a heroin problem (not just the government's inability to create centres for them to shoot) given that GP's here and in the UK would rather you die than prescribe opiates (only in pallitative care) or any other substance like benzos.

It seems that legalization is the way to go huh? Or at least controls. I'm actually not sure what the rationale is besides saving your medical license for not prescribing opiates or benzos given that people will just get them illegally.
