CBD oil legal in Texas?

I was driving through town in Kerrville, TX the other day and noticed a vape shop had a sign outside that read: "We sell CBD oil!" This interested me, because I thought CBD oil was illegal in most states. It seems legal but most information I can find on the internet either says it's illegal or it's a gray area. So, can anyone tell me, is it legal in Texas?
