Noob Questions

Hello, I am a noob and a tad bit inebriated, but I was wondering if it is ok to PM a moderator and ask them questions such as: if a certain thread subject would be appropriate to post on a forum or if it conflicted with any guidelines. Ik I get confused often but I feel that I will eventually get the hang of this.
