Cons snigger as the pair appear to bite each other while making dog noises in return for a fix of the zombie drug Spice.
Bullying inmates demanded they perform the degrading stunt if they wanted to get high on the synthetic cannabis swamping UK jails.
The footage was filmed on smuggled mobile phones at Forest Bank prison in Salford, Lancs.
Sources told the Daily Star Sunday the disgraceful antics were orchestrated by a notorious drug dealing gang known as the A-Team.
One said: “They are running the prison and the spiceheads are literally being treated like dogs.
“This is nothing compared to some of the stuff the addicts have to do to get a fix.
“The spiceheads are there purely to provide kicks for the ruthless and manipulative gangs who have nothing else to do.”
The shocking clip starts with a masked man holding a naked lag on a leash made from bandages.
He says: “This is turkey lurcho the pitbull.”
The bandaged con then turns to the camera and lets out what is meant to be a vicious bark, as his “owner” pats him on the back telling him to “calm down”.
"The second masked man then introduces his growling “Iranian one-eyed sausage dog”.
The humiliated lags are made to sniff each other’s “tails” before one balaclava-clad lag says: “Now one of these will draw blood.”
The leashed “dogs” then go for each other, trying to bite chunks from their opponent’s shoulders and leaving tooth marks on their flesh.
Our insider said: “Officers simply cannot control what’s going on here.
“We’ve got gangs of lads allowed to tie up and mask prisoners and film them fighting like dogs on phones they’ve smuggled in.
“It shouldn’t be happening but it is – every day. The system is in utter chaos.
“There’s not enough staff to stop appalling things like this happening and the ones that are here are busy attending to other spiceheads who have collapsed because they have had too much. It’s totally out of control.”
The latest sickening prison clip comes weeks after the Daily Star Sunday published a secret video of a con being made to climb into a tumble dryer for Spice.
The lag risked serious injury by clambering into the machine in a prison laundry as laughing cons filmed the stunt on a mobile phone.
The Ministry of Justice declined to comment on the latest video.
