The idea is, if you kill off a few dealers, you save 1000's of lives because of that.

Send 'em to prison for a few years, and they only strike up new contacts and expand on their illegal businesses when free.

There is some kind of grim sense behind this, not sure it's the best solution however....

I think you (and Donald Trump) are missing the point mate - the current opioid crisis in the USA has been largely caused through overprescribing by doctors who are in turn heavily influenced by the pharmaceutical companies for the financial benefit of both parties. As usual, Trump is deflecting the real issue...
