Really? That doesn't sound like any place in the States I've ever been to. You are only allowed syringes if you have a prescription for insulin use. Why else would there be need for needle exchange if it were just that easy?
Different states have different laws. In NY, they are legal to buy OTC at a pharmacy. It doesn't matter your intent.
