Opioids Taking 1Mg Naltraxone and breaking down to 1Mcg doses

I am not good with math. I am able to obtain some 1Mg doses of LDN Naltraxone and I want to dilute them in water to utilize for ULDN at a dose of 1MICROgram. How would I go about doing this?

1 milligram = 1000 microgram
1 liter = 1000 milliliter

So assuming you wanted to dose 1mL of liquid at a time, you would dissolve in 1 liter of water. For the volume of your dose to be 0.25mL you would dissolve in 0,25L.
 
So, for 1 Microgram of Naltraxone, I would take 1 Liter of Water, add 1Mg tablet to the water and take out 1ml of liquid? Is that correct?
 
If you follow CoolWhip's ratio: Yes, 1ml would = 1Microgram, If you used a 1milligram pill. Even if it's a 30 or 50 mg pill the math is very similar, calculators help.
