I'm not quite sure who wrote quote, but I think it applies to that newspaper article. Notice how most of the facts were true or semi-true; and just how much informatioon was left out? Nice piece of selective reporting, that.
All negative, without even a hint of harm minimisation. And these people are 'concerned'.
