Always figured they were old school diplomas, but want to be sure.

Thanks for throwing me under the bus! It appears to be a record relating to a particular district. Laying out some kind of record of events. This is just a best guess though. It is classical Chinese and/or classical Japanese (there's a lot of cross-over).
