CAN SOMEBODY PLEASE TELL ME WHAT CAUSES THIS AND IF/HOW TO FIX IT?

Someone buy's a bag of meth. It's broken up but, looks good. Light it up and it does NOT want to recrystallize AND when it does, it does so in spots. The rest of it stays like a thick clear oil.

What is causing this and s there any way to clean whatever was not loaded?
