What are your interests?
Just go to coffee shops, shopping centres, libraries, sports groups, gigs, pubs etc. and introduce yourself. It takes balls and you will get rejected sometimes but chances are someone will appreciate your bravery and humour you with a conversation :D

What are your hobbies? If you like sports, try one of those friendly sports groups.
You just have to meet more people in general. Maybe you meet a guy, or you meet a girl with a partner or who it just wouldn't work out with.... well those people have friends! I met my first boyfriend as he was my best friend's cousins' friend. Lol.
Participate in school/work functions. Just random events that happen. When I was in college, we had a ton of school events. Even at work, we have events (although sometimes those relationships aren't the best to start).
