RCs UWA-101 - does it really lack psychoactivity

I'm pretty sure I'm allowed to link this, so forgive me if I'm not:

That says that UWA-101 is not psychoactive, but I find that very hard to believe considering the numbers on it for 5-HT and DA. Can anyone shed some light on this? Are they just saying it's not psychoactive to get more backing for it? It's chemical structure even looks like it definitely should be.
 
I too had exact same thoughts, reminds me of how oxycontin wasn't addictive
