Unknown sugar-like substance, please help identify

I've found a small baggie of tan, sugarlike granules of something. It has a faintly dusty smell, the granules are very sweet with a faint bitter flavor and aftertaste. The granules are sticky enough to stick to the sides of the bag. The bag itself is printed with little red bulldog heads.
