I'll believe it when I see real reform. The idea has been gaining tracton for at least 10 years yet people still dying in the streets.

The article discusses the reforms that have happened already and the solutions that are on the table for future implementation. As of today, ODs are now being tracked across the city, which will produce [open/public] datasets that can be used to develop effective, pre-emptive measures that have not been possible before. I can't speak for other cities but in Toronto at least, the mayor himself has thrown his weight behind making HR a priority and it's clear changes are beginning to happen that weren't even on the table until now.
