It's illegal to do a criminal record background check on a tenant in Canada, even credit checks are illegal in most provinces. Whatever happened to a reference from an old landlord? Mine called my boss, found out I had a stable job and that was it. Such a violation of privacy to have a would be landlord seeing your criminal record. What is next, your health records too?
OP if there are basement apartments in your area that are rented out by owners you may have better luck than some big rental agency.
