We had this ROAR thing a couple of years ago in sydney. I think this thing has blown over or some shit. Wot it meant over here was it stood for :

In other words if Ur a seedy fellow, trouble maker, drunk, high, drug dealer or undercover cop etc... then they have the right to refuse U entry.
