The initial plan by the previous Liberal provincial government was for 40 Cannabis Ontario government run stores up and running by October 17th along with online mail ordering. And supposedly another 100 stores within 2 years.
Well, in June there was a provincial election and the Conservatives got a majority government. The expectation was that government weed stores would be scrapped (and they have been) instead allowing private stores. This has happened.

But the long-awaited privatization push for Canada's most populous province comes with a significant catch: Ontario's private cannabis stores won't actually open until April 1, 2019. Until then, the only legal outlet for non-medical cannabis in Ontario will be an online sales portal operated by what remains of the public cannabis retailer.

So, weed will be legal in Ontario on October 17, but there is no legal place to buy it from other than online mail ordering -for the entire 14.5 million population-
