is it illegal to send etizolam boxes?

when doing research on etizolam is it illegal to send the boxes while the etiz are still in there? my buddie says that he has a vendor that wont send him the boxes when he orders cause he says that the boxes are illegal
 
I doubt cardboard is illegal but we dont like to speculate on legal matters here.
